The map at issue would have eliminated a Democratic-leaning Kansas City-area district, redrawing it out of existence rather than letting voters decide its fate. Missouri's Secretary of State had already begun mailing ballots under the disputed map to overseas and absentee voters, and the state used it during the August primaries — a move the Court said created "unnecessary confusion" heading into a general election.
